Emergency warehouse location optimization problem of emergency logistic management was discussed in detail,and the importance and necessity of the emergency warehouse establishment was analyzed.In order to analyze accurately the influence of warehouse layout on the coverage ability and generalized time cost based on reasonable assumption,a bi-level programming model was constructed,considering the minimum generalized time cost of distribution process,and the minimum number of emergency warehouses covering the whole area to obtain the optimal solution by simulation annealing algorithm.The effectiveness of the model and algorithm is analyzed and verified to provide emergency storage location reference for disaster management decision-making departments in the disaster preparation phase.
